Ghana loses GH¢4.7b petroleum revenue due to illegal activities

Ghana has recorded staggering losses to the tune of GH¢4.7 billion in petroleum income resulting from unlawful actions in petroleum distribution between 2015 and 2019 alone.

Taxes and levies on petroleum merchandise are main sources of income for the federal government. As at September 2019, Ghana made GH¢3,436.30 million ($668.41 million proceeds from liftings and different petroleum merchandise in response to the Ministry of Finance.

In a bid to curb the losses, the Nationwide Petroleum Authority (NPA) says it’s leveraging know-how to enhance effectivity and effectiveness within the distribution of merchandise within the Petroleum Downstream Trade.

“Actions, choices and insurance policies of people and company our bodies which lead to petroleum product distribution leakages and the related income losses to the State have critical damaging results on the developmental agenda of the federal government,” Vice-President, Dr Mahamudu Bawumia stated on the launch of a Digital Retail Gas Monitoring System by the NPA in Accra.

The Gas Monitoring System is a digitization initiative to create an progressive resolution to a serious drawback within the petroleum trade. It should enable gas in oil advertising and marketing firms’ (OMCs) tanks throughout the nation to be monitored by the NPA.

This may curb illicit actions in petroleum downstream actions comparable to unauthorised third-party deliveries, faux receipts, smuggling, amongst others. Below this method, any OMC that receives unlawful gas can be came upon, he stated.

“With this newest initiative of the Retail Outlet Gas Monitoring System, we sit up for blocking income leakages and enhancing income mobilization that may contribute to authorities’s efforts to offering social companies and funding for infrastructural improvement,” the Vice-President stated.

With a command centre on the NPA’s head workplace, the Retail Gas Monitoring System will be capable of monitor in real-time on-line, each gas gross sales information from pumps, get station tank gas ranges information and fillings, deal with total wet-stock administration and deal with full gas administration.

The system may also be capable of handle all fuel-related information in real-time, he indicated.
